...Is my understanding correct that on a PPS pool, this 106% would be impossible due to miners only ever getting paid 100% minus the PPS pool fee--2%, for example--which would always be 98%?It seems that the only way to look at this is that they are paying a higher fee for more frequent payouts.

No penalty...you just have lower hashrate factoring into your payouts.

So e.g. if you always mine 75% of the time, you expect to average out to 75% reward for your hash rate.
If you switch to full time mining after you've already ramped up to 75%, you'll simply ramp up from 75% to 100%

Even with soundproofing, I put them in a separate room and soundproof the door (I need to get a heavier door ... )
Same here. Managed to reduce the noise from 84dB to 63dB but still buzz is too heavy overnight.
