what i did was
first I renamed my roaming/Kobo folder then removed kobo coin from C/Program files then downloaded the complete installed and ran it then made .conf file then started wallet
the wallet fully synced over night with 3 connections to network
i closed the wallet now when i open it i get the error and wallet will not run

Press CTRL ALT DEL , click Start Task Manager , click the Processes Tab and if you see kobocoin, highlight it and then click End Process.
Then restart the wallet to see if it works, if not the try the below steps.
Download the snapshot
You will need a program that can uncompress rar files, example:

Make sure Kobocoin is closed
Go under c:\Users\"username"\AppData\Roaming\Kobocoin (for Windows) or in the Kobocoin data folder for other OSes
Then Delete 4 files : .lock & blk0001.dat & db.log & debug.log
Then Delete 2 folders named : database & txleveldb
Then Rename kobocoin.conf to oldkobocoin.conf,
Then Extract and copy the files from KobocoinBlockchainSnapshot into
C:\Users\"username"\AppData\Roaming\Kobocoin
(If you had made custom changes to kobocoin.conf, rename kobocoin.conf to defaultkobocoin.conf and rename your oldkobocoin.conf back to kobocoin.conf)
Then open Kobocoin and it will start syncing the BlockChain from the last snapshot.
Once your Kobocoin Wallet is completely Synced.
Check your Balance, if the Balance is incorrect.
Click on Help, click Debug Window, click Console,
type in repairwallet and hit enter, then check your Balance
If Balance is still not correct.
Then From a Command Prompt run kobocoin-qt.exe -rescan
will take a little while but should correct your balance info.

If it does work right after the snapshot, but then gives the St13 error the next time you open the wallet then something is corrupting your blockchain.
Things that can cause this are a hard drive going bad , or bad AC power fluctuations.
But I would try it on a different system, just to see if you have the same problem.

What OS are you running?
How much Ram is in it?
Which Antivirus are you using?
What Country are you in?
(Countries with low humidity have more problems with static electricity playing havoc with Computers.)
