I worked for a telecom provider and I know how they operate , first of all , every telecom has a agreement with the goverment and its police forces ,

telecoms are obligated to ensure that every phone they sell or provide can be tapped, if its a part of a investigation , it is illegal to own a phone that can`t be tapped unless you are a high ranking state official .

second of all even if you have a manufacturer lined up you got to have a lot of potential users so they can justify their investment ,so far kore voip are using maybe 10-50 people maybe a little bit more but still that is the main problem , if there are no users who will invest in it .
