The point is, even though they are a big team and have money but they can't do everything freely. There are rules about financial fairplay that make every team has a limit, because if a team with a lot of money can do anything I'm sure Newcastle in the EPL will easily do what they want in building a team. It's tough situation.

Xavi might asked to do a miracle by playing with the current squad , a very weak squad depth as injecting more money might be too risky for barcelona to get in bankruptcy.
There is no win win solution fir them at least for now.

If Xavi had managed to win the Champions League next season, it would have been a miracle.
Barcelona has to improve a lot of elements to fight for dominance in La Liga, and let's just dream about the Champions League for now.
I'm not saying it's impossible, but this season we've seen Barcelona having problems even with weak teams, so I think it's a long way for the Champions League.
