To be honest I think this is going a bit too far... For example, segwit is about the same sort of thing as ln and it doesn't make sense to make a section for either. However putting it in alternate wallet software might be an idea if deemed necessary.
This is wrong, they aren't comparable at this point. LN has a lot of features that justify this, and there's even more to come.

Segwit isn't much of a discussion-material since the end-user will just have to create a SegWit address using their clients to use it.Few topics is enough to cover it.
Lightning is a different matter, there are tons of services dedicated to LN and setting your own node can have multiple issues that requires individual topics.
IMO, A child-board inside Bitcoin Technical Discussion is good to sort-out Lightning Network threads.

In my opinion, this matter has already been proposed.

I like it! Assuming LN keeps growing, it'll need it's own board at some point in the future anyway.
Bitcointalk currently is far from the best source for information about LN, I'd like to (help) change that.
It should have a moderator though, a few users seem to dislike LN and want to post that in many different threads. If this could be centralized in one thread on the LN board that would keep threads like the FAQ clean.

Or perhaps a Layer 2 board, for threads about Lightning, Liquid sidechain, Statechains and whatever else is coming.

Lightning Network's popularity has been growing for some time now. More and more threads will be created about it due to growing interest in new scaling solutions. My suggestion is to create a separate board dedicated to the Lightning Network. This will make finding information on it easier for some people.
