It is difficult to judge and also difficult to argue that Mane should be able to adjust to another system. At times a system really works perfectly well and then the sentence "never change a running system" simply applies.
Can Mane really change his style so much that he can be as valuable for Bayern as he used to be for Liverpool? I doubt it for now. That doesn't make him a bad player at all. He is brilliant. But if you are a professional rally driver, would you still be as good in another racing discipline? I know that comparison isn't perfect. But looking back at Mane's role in Liverpool and the players he had around him and how they harmonized with each other, it doesn't seem to be the same at Bayern.
It remains to be seen whether he can find a way (and also the Bayern players can find a way) to get the best out him as a soccer player.

That explains it well, Bayern thought they could turn Mane into a goal scoring machine, but that is not quite the role Mane is best suited for. Yes he does score goals and he assists very well, too, but his main effectiveness is in keeping the ball, accelerate the game and create space for his team mates as it is very hard to take the ball away from him for opponents. He also is very good in anticipating space and potential opportunities. He is no Lewandowski or Salah. Now when you look at Bayern's squad they already have a ton of players that is good in assisting and bringing speed into the game. I think it is going to be hard for Mane to find his perfect role in this new team.
But this is a well known phenomenon that some players simply fit perfectly into one team but don't in another team. It is also much harder for Muller now! Much harder! Is he worse than last season on a personal level? No, he has the same qualities, but there is no Lewandowski who suited Muller's style perfectly. That's why Muller can't turn his performances into scorer points. There is indeed a lot of thought that needs to be put into the composition of a squad.
