You need to buy 0.01 BTC minimum in CEX.IO . Other exchanges are also the same. If you dont have a good capital to invest, first do bounty and airdrops and make free capital for your own..

100$ for small and 100,000-200,000 for big one
i think you can start from 1000$,, it will be the best limited for trading, you can split your funds and select the altcoin that you want to trade, but for now, i dont recommend to invest in altcoins because they're affected by the btc price which goes up everytime,
