yes you are right the promoters don't develop coins because there are no investors. at present there are too many ICOs that appear and most ICOs are scams so this makes investors not willing to invest in new ICOs or coins. they prefer old coins in the crypto market because this will minimize the risk of losing. so no new coins choose and make new coins crash and then zero.
If there is any altcoin that is seen to be zero, then such does not have any value added service. Nothing to render, in order to develop the project and at the same time give value to the coin in question. Of a truth, there are lots of them in the crypto space, but they have to be eliminated totally from the system. Developers tat bring up coins like this, are after the money of investors.

The price of a coin depends on the ratio of supply and demand. It seems to me that if a coin is not in demand, then it becomes useless.

You are mistaken, really the prices of especially bad projects have fallen to a minimum, but they still continue to live, and even show some volumes on the exchanges. It looks like you need much more time to clear the market.
I agree that most coins have no value now. The market is in decline and these coins are dying.

Yes, some of it really have zero to nothing interms of value. It depends whos the team behind in that ecosystem because some are doing just to scammed bounty participants and no plan to developed to be a legetimate one.
Yes, the abuse of ICO has accelerated the ecology of the altcoin. Many coins have grown rapidly and died quickly. This time Bitcoin will make many altcoins disappear, so I won't buy any coins except Bitcoin.
That is what will going to happen if investors and bounty hunters of that coin sold their tokens in exchange of other coins/tokens or maybe for fiats. Also the developers doesn't make any move to improve their coins in the market.
These are just bad altcoins that have no future and are not attached to anything. Those Altcoins, which are tied to something and they are in demand; their price will always grow. Especially those that are used in their blockchain.
Not all the altcoins though, but I'm sure everything still ahead.

Lol the sad truth is that, some projects are actually scam, all the plans on paper do not come to reality. Some developers even dump their own coins or tokens, making it worthless. The real projects do not need hype from paid reviewers, they launched their product, and it's backing it with great team effort. Let's look forward to a better crypto space in future anyway.

We still can see some alts such as QKC, MGO, and PAY grow at least a little nowadays tho
