right now we can't say much about it, i mean, whether it's too much coins or it's some kind of manipulation with the market. why can't we develop the ecosystem?

Because of a shocking happening right now that the eth and bitcoin will really decrease it's value which the big reason that many of altcoins will become zero in value because of people hesitation to buy crypto coins. 
maybe that is because bitcoin and ethereum are experiencing price declines so development is stopped or maybe because they are really scam, we don't know what really happened to each project

Yes, more of the altcoins now are worth zero value. Why? simply because the team did not develop the platform, and the team did not upgrade the quality of the project. That's why the altcoin gets a zero value. Also, it is not promoted to social media's, youtube, and etc.
This is why the bear market will tell or show us which of the coin will survive as am very much sure that many are not going to make it after this bear and that alone will let the market be free of all shit coin.
