i think you are right but not fully. actually these type of groups are from airdrop and most of them are bounty hunter. so you can not blame them as an inactive member.

These days, projects divide Telegram accounts into bots with airdrop and regular accounts with bounty. But I think in such groups there are a lot of bots and fakes. You're right. 
Unfortunately, this also applies to Twitter and Facebook, YouTube... Now all the bounty managers require to join the group in telegram of project. Thus, filling by the members of the community can no longer be a sign of a scam due the bounties and airdrops.
The whole telegram spamming thing is kind of annoying actually, it doesn't show that the group is active and constructive, it only shows a lot of posts that keep drowning the comments with a real purpose.
We should be careful always and our self is the only one.we need to trust. It is hard to trust anybody for now but if you knew the person very well it's good atleast you have plenty of trustworthy person. We should be aware on telegram and to people we talk. And do not give your full identity to someone you didn't know. Just be aware from your surroundings and be observer.

Yes, I know that there are lists of inactive accounts in Telegram, which are added in order to increase the number of participants in the group. In this case, the activity of the chat in such groups remains minimal. Such lists are easy to obtain in groups dedicated to discussing various bounty campaigns. 
yes, I saw no more than a quarter of the members on the telegram active and supported discussions in the telegram group, because most of them were airdrop bounty participants who joined the telegram
They are just there to benefits from the bounty campaigns, most of the time this people are just aiming to be compensated and not really part of the project, investors should need to be very careful to avoid being scammed look for the project itself if it's usable and the team are active in all the channels that they can be reach.
So all the telegram channels do, and not only the ICO, but it's really annoying when people do not know anything about the project, but they praise as much as they can!

Definitely I participated in several telegram groups of ICOs and found that only 10% of the members are real. Groups of 50-100k members only have about 5000-10000 members active. The rest are fake by the airdrop telegram, there is no telegram group with a real member number up to 30-100k member

I agree with you statement but I found some people are helping some project and they just doing bounty campaign. So I pay a lot of attention to see how many people hold token everyday.
