I would rather not be there at all and that seems to be the answer for every single F1 official as well. Teams try to avoid every outbreak they can and Japan has been at the forefront for this summer because of the Olympics, and that is why I understand that they may want to avoid that as a whole.
Not like they have no other places to run if they do not want to race there, or they can simply remove as well, or they could even postpone it to the last race, they have so many options to follow if they just cancel it for now.
