Do we have to update to the new wallet if we just plan on holding? I have the wallet.dat file for the old wallet and my private keys - is it necessary to download the new wallet?

What is bootstrap.dat and what does it do?
To speed up the process of having the complete and up to date blockchain, instead of having your wallet syncing it block by block, a file called bootstrap.dat file can be used. The bootstrap.dat file contains the latest blockchain information needed to have your wallet synced and up to date. By copying it to your XTRABYTES folder, the wallet will pick it up and import the content, reducing the time needed for syncing.

Okay but they promised the X-Cite wallet. where is it give me a link that shows the underlying core concepts on Github are they even working on it? and why do the developers lie shill and scrub posts is that not the very definition of a scamcoin and why do RES scrub posts on reddit to hide negative comments if you cant provide answers to this and show me the basis of the zoltchain with the tech whitepaper and i will take back that this project is a scammed shillcoin

If you want the XBY coin to be popular it should be presented on many exchanges so that a lot of traders learn about the coin. If XBY get listed on more smaller exchanges they could create a bigger community to win the votes easy. project is good. But not much ppl know about it.Getting on coinexchange is easy. Just pay 0.6 btc and get on that exchange. alot off smal ppl trading there, if they notice XBY they will invest just a matter off time.

You are a little late buddy.
This way of fudding in the hope of a big dump so you can buy back in cheaper, worked very well like 2-6 month ago.
But unforunetly for trolls like you, this is no longer the case.
Try come up with a new approach. These silly arguments you come up with have been explained away over and over.
If some one agrees with you and they dont believe XBY will deliver, thats one thing and they are free to leave and most likely with no loss due to price and volume still very high. But you have no solid proof. All you provide is speculation and FUD.
So all of us not selling, is because we know a bit more about what is REALLY going on and ALL big projects have had trolls like you in the early stage of development and the crypto community is finally waking up to that reality.
Sooo many have missed out on huge gains, like selling ETH at 10$ from listening to FUD and then never being able to get back in, cuz the damn coin just went up and up from there.
So thats why im telling you to try a different approach if you wonna try and create panick.

WALLET UPDATE REMINDER
A couple hours ago we passed block 365,000 and the transaction fee automatically changed to 1 XBY. This was tested and it works perfectly.
However, there are people sending transactions with the OLD wallet and with the OLD wallet, it will still charge you 50 XBY. So, the community will thank you for the extra fees you are paying to our community fund, but we do encourage you to UPDATE YOUR WALLET before sending any transactions.
