If this is true, then it is absolutely appalling, but can we verify the authenticity of this information, do not get me wrong as i am not saying the information is false, i am just raising such concerns cause having gone through the link you posted on this news, the information was made public by an individual on "Twitter", thus it doesn't give the info enough backing/veracity based on the source.
Crude oil (OPEC crude oil) is now over $130 per barrel (over 70% of Nigeria's total export), yet was the ASUU strike, yet no increase of minimum wage. When minimum wage was increased during the during former president time in 2009 or so, no negative effect like when it was increased in 2018, it was like no minimum wage increment as the naira purchasing power has greatly reduced.
The thing is, no matter how crude oil prices 'rocket', i am pretty sure the government do not have any intentions to make it show in the daily living of the average Nigerian, i am afraid things will continue to opearate as if there was no such hike. And then again, as for the disparity between the increment in minimum wage in 2009 and 2018, it is pretty obvious that cost of living was fairly good back in 2009, and thus the increase was somewhat 'visible' as it had a positive effect in the lives of people, but in 2018, the increment was just to measure up with the high cost of living and create a balance, thus it is more or less like there was no increase. It is a really bad time to say the least.

Governments will always try its best to invade the privacy of its citizens, they do not by any means want people to have the sort of privacy they deserve, for example, that is one major reason why many of us are in the Bitcoin network, cause of its decentralized nature.
