Yeah, maybe he meant that many countries have legalized cryptocurrencies to some extent.
But I agree, even if the government of that particular country legalizes cryptocurrency, it does not mean that it will support or promote that currency in any way.

I believe that anytime you decided to invest in Bitcoin is a good time even though we understand that, investing when the price is low makes for better profits and hence advised. It all depends on how determined and focused you are on riding the market price waves because that is part of the investment too.

I think it's true what is said with "anytime" as long as it doesn't finish reaching ATH. but if you buy at a time like now then you can be sure there will be no losses that you will experience. please remember that bitcoin will always increase every 4 years with renewable ATH, so even if the price is high, if it hasn't arrived at ATH, there is no loss.

even though people really want big profits and want buy when the price of bitcoin goes down, they just buy it, and it's also not wrong to with each other's plans as long as the funds it is not for other needs.

If HODLing long-term, there is not really a bad time to buy bitcoin... this is why dollar cost averaging (buying a set amount of bitcoin periodically) beats every other investment strategy except amazing luck perhaps... that being said, sure there are better times to buy than others, the current dip being one of them.

Yeah your making sense, but what about a condition whereby after buying the cryptocurrency and the price decreases again for period of six months? what will be the benefit of the buyer.
From experience Bitcoin dont have a specific time? to buy it, and anytime you have the finance you buy as many you want.

it could be that now is the best time to invest in bitcoin because the price of bitcoin is corrected enough from its ATH, currently the price of bitcoin is stagnant at $30k-$39k if you have more funds in my opinion it's good enough to buy in that price range
I myself have been holding bitcoin since 2018 because I know that some time in the future bitcoin will be even crazier in price.

What do you mean by short warranty? what they mean is for the long term, maybe in the future you won't find the Bitcoin price like now. it could even be doubled from now. therefore there is no guarantee who will be responsible later. it's just, when else if not now.

would you wait for the bitcoin price to return $10,000? please if that's your decision, there is no compulsion in investing, all just suggest the best advice. Whatever the decision, it will come back to yourself.

I think this a not good time. Because BTC already hit 64k and now its around 35k. According to my calculation , Next target of the BTC is 28k . But I'm hoping before that BTC will come again 44k - 48k again. This is my personal idea and not a financial advice. But if you are going to BTC at this time use some extra money.
