I would highly suggest to stay away from XRP and have always said that. There is no logical argument that XRP would be a good project to get into. It wasn't a good one back in the day and it is not a good one right now neither. Long story short the best thing to do would be staying away from it.

I would suggest always stay away from centralized projects and XRP is the most centralized project that has ever walked the earth, I could literally hold all the tokens of a newly created thing I coded, and just sell it to you and I would be doing more decentralization just with the code. That is why I believe that the further away from XRP you are, the better you will be.

Same arguments with everyone who knows that case against xrp, you are really risking your investment in case the case lose against sec, maybe there are still believers and hopes that the value of this coin will hype back, though like what you mentioned the last time bull take place xrp did not manage to rise and reach the last time high.

Maybe more investors believes that there are other assets that they can buy and hold. Instead of risking with this coin, they will buy another potential coin and wait for the bull run to pump the market.

And those who are still hoping will continue to buy and hold xrp and wait if there's good news about sec case and if the coin will be pumped hard again.

Well if it's being supported by the global central bank's currencies and commodities it, then yes it's best time to buy. it can easily hit $1000 then $10000+ as the market matures and other assets are put on the XRPL. Most will sell at $5 then cry they "should have held" when it hits $50, $100, $589, $1000, $3000, $10000. But please listen to the naysayers. They obviously know more than the CTO of Ripple.
