What do you mean by dice game with low fee? Does it mean that the dice game will be an onchain game as well? Sorry to ask, but I have no idea about "low fee dice game" as what I know is that there is no fees on usual dice game.
If you are going to make onchain dice game then the result will be the same as what you have so far (low traffic). Dice game is popular as off chain game. Low bets is also usual thing in dice game because most dice sites lets their player to bet as low as possible (1 satoshi).

So you are relying on bounties for your bankroll? I do not think it is a good idea, at least it will take you forever to build your bankroll. I do not mean to underestimate ICO bounties but it is not really good type of bankroll management if you relies on bounties. I have to agree with above ideas about change the game and about bankroll investment.
You wont be able to Join Fortunejack campaign till you reach Hero Member IIRC. It is better for you to make a team for your own project. Maybe you can ask your friends who are interested with your project and hopefully there are some people who are willing to support you for the bankroll. So they will be the main investors.

It can be combination of all you have just mentioned which makes this site unable to improve after long time. But obviously bankroll is the main problem here. Logically a site owner with low bankroll wont be able to offer good promo to attract user.
The game is also not attractive enough as it is just like simple dice game with fixed 2x payout. Why people should play here while they can play the same payout in dice site where they can get more options to bet? On chain based game should be really unique in order to get many players. Otherwise people will prefer to play on a place where they can play in easier way with more options to play.

The first digit of provably fair hash determine odd or even.
Provably fair hash value of bet is hash SHA256 of string : [txid]:[secretkey]
[txid] is bitcoin transaction id of your payment.
[secretkey] is secret key given day.
