How is that stable?

Sure. Not everyone is going to be happy with the change. If you're a miner just passing through for a quick buck, then you are probably not happy. However, there are many who are extremely happy with the change and they also happen to be the people that own probably 80% of all CSC. Given the choice, we will always choose to support those who invest in the future of the coin over those who show up briefly to make a quick buck at the expense of others.
Stable means not minting all the coins inside of 2.5 years and discouraging those who would mine this coin just to autosell it immediately. For now, we're at 250 MH, which is more than enough to make the coin functional. In the past we were very functional at an average of 25 Mhs. It's a self-adjusting system. Initially, KGW adjusts slowly (to discourage coin hopping), but eventually the diff comes inline and the rate of block production gets closer to the target. So I'm not too worried.
CSC will only increase in value because we promote:
1. longer term investment
2. commercial adoption
3. reduced liquidity
4. reduced dilution
5. reduced overall beta
CSC will not increase in value because we throw coins at a small handful of miners who consistently behave like greedy bad actors, stumbling over each other to dump their coins at lower and lower prices because for a few minutes mining CSC might be more profitable than mining BTC directly.
