These cards have also chips, so it would need to be copied as well.

About the second issue please read this:
I load in the most safe way that is possible.
What if the card gets blocked anyway after your load?
Do you take any responsability?
I can take responsibility for amounts up to 100$.
100$ is only temporarily amount, it will be higher when tested more.
From my own tests it works, but needs to be checked on bigger scale.
However to apply for my guarantee you need to meet following conditions:
- no other methods of loading now or previously
- no quazi-cash transactions
- no automatic gas distributor transactions
- you can't use it on territory of countries that are forbidden by bank (I listed them in product description)
- you can't use it on territory of countries that are suspected for supporting the terrorism (http://www.state.gov/j/ct/rls/crt/index.htm)
- you can't use it on territory of tax heaven countries.
Great majority of my customers comply with these rules.

i regulary use on my paypal account,non polish, and it works, only one time i have had some trouble and bank blocked card,but after a month of email and after sending us my id card and a proof about the orgin of payement they have unlocked it! now is still working.
if cardholder name and the name of the sender mismatch the bank will lock the card,but if you fund it by your account or your IBAN there isn't any problem.

Dude,
if you provide track 1 + track 2 + track 3 + PIN activation of the card you eliminate the need of physically sending the card. You could tap into a market of people who wouldn't want their drops known by their vendor. Also it eliminates the need of having to wait for it in the mail.
Regarding this new service you're offering. People find it a bit hard to trust other people with their money, because they've been burned over and over. I'm not saying you will burn people, but sometimes legit arguments are formed...like for example: what if a customer sends you $500, and your card gets blocked after cashing out $100. Will you be a real biznesman as you say are and fork out the money from your end? I think not. So what I suggested allows people to deal with their own problems, instead of having to trust someone behind a monitor.
Just some food for thought!

The cards that I'm reselling have been issued by Polish bank, so they can work with Polish PP accounts, but it's not certain they will with other PP countires because it's against PP ToS. I know that you may have luck with some countries but it needs testing.

I am in the USA. I have a paypal account that is currently unverified. I need to add a credit card, a bank account and a phone #. I know you can't do the phone# but will this be able to verify both credit card and bank account?

card works !
But with one big problem.
For exemple i prepaid 800 euro in to a card and i purchase something and pay for it via online store.
Transfer was done and order completed.
After 1 day, onlineshop informs me that payment was risk and not trustful.
Then the onlineshop refund my money in to a card.
I try it 3 times
i spend money in Italy, Holland and UK
Only transfer under 100 euro was successful.
Could you help me where i could spent my money???
(no AMT,paypal or bitcoin)
