I will have a go at it
This seems to be a very interesting project. I saw the thread a very long time ago, probably made a couple of posts but have just rediscovered it and am making this post. There seems to be a case for this project having lots of potential going by what I read online after a brief look around but there are some facts that highlight it might not have a future as bright as hoped:
- The 2016 ICO raised $4 million but the market capital today is just $870,000:

- The current price per PLU is around $1 but in January 2018 it peaked at over $31

- Just 850,000 PLU are in circulation but there are 20 million locked?
The tokens locked up will gradually become available. Like in the course of the next 100 yrs, not within 1 or 5 years. See page 6 and further of the Whitepaper:

Yep, liquidity is still a concern. But Plutus has a working card and if the 3% PLU rebate gets going (latest word is Q1 2020), there will be an incentive to use the card for (fiat) payments (because of the 3% rebate payable in PLU). Hopefully, this increases trading activity at the DEX. Still the Achilles heel of the project IMHO.

I think your facts are mostly right. The question is what you conclude from all of this.
All in all though would you conclude that this is a successful project so far given the time between the ICO ending to where they are now (over 3 years and 6 months)?
With the rather limited ICO funds and the state of the crypto markets, I am impressed with the status right now. You can get a card (in most EU countries) right now. I cannot get a card at TenX and Crypto.com at the moment; release date of cards in the EU is still unknown.
So on that point, Plutus has an actual product out there (again, in the EU).
If rebate of PLU starts, I will definitely try it out (card already requested).
