I hate the duplicates !
Dublicates of bitoin (frc,trc,rucoin...) don't have a "sunny" future.
Novacoin s the same example duplicate of PPCoin.
But I will profit at the start with low dificulty

Sorry for lame question, but how much time is needed till first confirmed reward for rbpps?
520 blocks, currently it is about 1 day. But when difficulty stabilizes it may took longer. Probably as much time as in case of PPC, because NVC is based on PPC.

I'm not an expert in cgminer tweaking. I think you should consult this issue with cgminer's author: https://bitcointalksearch.org/topic/official-cgminer-mining-software-thread-for-linuxwinosxmipsarmr-pi-4110-28402
I can only suggest to try run cgminer without any optimizations. If that helps, your issue is related to configuration parameters.

Any chance of making LTC and NVC merged mining?
There is no plan for merged mining support in NVC. For ideological reasons. 
Had to try would make your case more viable but I stay outta politics just here for the cookies.

I don't think so. Your miner submitted last share at 2013-02-12 23:12:35.311 UTC. Since then every 5 min your miner reconnected, authorized miner without submitting any work at all.
It looks to me like a problem with cgminer.

We have started NovaCoin pool.
Remarks:

- currently only getwork protocol is supported
