You've wrote a new diff re-targeting code?
Correct. It takes the last 11 blocks and weighs them based on their depth in the chain. The first block is divided by one and the next block is divided by two, etc. It then compares it to a 'perfect' sequence (11 thirty second blocks) and changes the difficulty accordingly.
