I think what the Dev was saying is that the research will be explained on the white paper and not wanting to discuss it separately on the thread cause people will keep asking over and over again for their research that why he did mention it will be on the white paper . Also i don't think he will be that dumb to find someone to write about his research .

It takes Awareness, Devotions, Risks and People's supports all African countries will get there.
