Chelsea is a big name despite their present woefully performance in EPL. bookmarkers are just trying to cause confusion in the mind of gamblers. If not for Chelsea's poor performance since last season, this match is not something to debate on but in all honesty, Fulham seems to be stronger than Chelsea now. Although Chelsea beat Fulham in the summer series and remain unbeaten through out the summer but everything changed immediately the league begin. The Fulham back is fragile and can be easily penetrated but unfortunately Chelsea on the other hand lacks creative scorer to the finishing. Just as you presumed, the match might either end draw or Fulham take the three points. Any otherwise result will shock everyone based on the already established protocols.

Chelsea has been poor with performance since the start of the season which was unexpected of them after the club's management spent hugely to sign quality players to the club in the summer and I think the club's manager Mauricio Pochettino has to take the blames for his team poor form.
That being said, I think Chelsea are going to win their match tonight against Fulham despite the fact that they'll be playing at Fulham's home. Mauricio Pochettino knows that a defeat tonight will end their hopes of finishing in the top four at the end of the season even when it's still early days of the season.

The odds of this match seem a bit strange to me. I think chelsea's performance is very erratic which is why the bookmakers have given such odds in this match . There is no way to say for sure whether Chelsea will win.
Chelsea's squad is strong. However, their performance is very poor. The team won only one out of 6 matches. However, the opponent Fulham is not in a very strong position. Yes. Their reasoning of "significant human error" is completely unacceptable when the technology is showing the correct information but the VAR is interpreting the lines differently. I mean there's pressure to make the right call but they probably have the easiest job to do.

As I understand it, the error itself occurred due to the fact that the VAR referees thought that the referee on the field counted the goal, so they did not check it (was it obvious to them that the goal was clean?). This is not a VAR error at all, but a 100% human error. I think in the future this problem of communication between the referee on the field and the VAR referees will be solved and they will coordinate each of their decisions.
