I agree with you. In the past few seasons, we have seen Arsenal buy players at high prices, but we do not see the expected performance from the players. Arsenal must be careful about buying players and at the same time be smart. Otherwise, even after spending a lot of money, the squad will not improve.
Coach Arteta is experienced. Arteta must find the weaknesses of his squad. At the same time, he must find players who are suitable for Arteta's match strategy. Otherwise, even after spending a lot of money, Arsenal's performance will not improve. But personally, I think Arsenal should strengthen their bench team more now if they want to continue their good performance.

We talk of spending?, I'm not sure that's the case here, compared to what City, Chelsea and others have spent so far. I can literally count the numbers of players arsenal has signed for outrageous amount, ranging from Pepe, to Rice, and havertz, and few others. The truth with arsenal is that they are just very poor at doing Business. If I'm to rate them in terms of transfers and business deals, I will probably give them 30-35%. You won't believe it if I tell you that the most expensive player that arsenal has sold in the history of the club is Chamberlain, and that was a transfer of more than a decade ago if I'm not mistaken.
I don't think the club needs a new manager, or needs to start finding their weak point. They just need a very good management that can bring in quality. TBH, I see so many average players with inconsistent performance. Of course, Chelsea don't even keep players that are not consistent. As at this very moment, they still haven't gotten a new sporting director since the departure of Edu Gasper. And also, I strongly believe that their scouting team is probably a fan of another London side( that's if they even have one). I just feel the pressure is too much on Arteta, because the power to sign players or even demand for players isn't in his hands like other managers.
Arsenal was the first club that showed interest in Marmoush, but Manchester city ended up agreeing personal terms. So far, Manchester city has agreed personal terms with about 2-3 players, and Arsenal hasn't even appeared much in transfer news. Doesn't look much like Arteta's fault. The club needs new hands, or maybe new plans.
Like I said to a friend, Football clubs isn't a charity house. All average players needs to find somewhere else, while those that are willing to put up hard work should come in. There are so many players in Arsenal with little number of playing time.
