Harry Kane is the best scorer at Spurs, but probably not the best or even one of the best in the world... Harry Kane has consistently scored goals in the last few Premier League seasons, last season he successfully scored 30 goals for Tottenham in the premier league, this number is far greater than Benzema 18 goals in La Liga and Mbappe 29 goals in Ligue 1.

Instead of him to return to Liverpool, he should join another team in the premier league if that is where he wants to return to. It looks like Harry Kane would prefer to stay at Spurs for that reason and maybe it's okay for him not to win any titles as long as he's wearing a Spurs shirt. But sometimes if that's the case with other players, of course he has moved to another club a few seasons ago, but not with Harry Kane as if his soul is very much one with Spurs. But whatever decision he makes we have to appreciate it and if he starts to change his mind before the summer closes it will be better for his future to be able to win trophies with other clubs.

Is that mean if chelsea will be sanctioned? So far, there's no update came from EPL regarding this.

I want to see how serious the Champions League is going to be by next season and the balance in English Premier League especially with the dominance of Manchester City yearly trophy.

The Premier League will still be competitive. even this season Man City also almost lost their title when Arsenal managed to top the standings almost until the end of the season. but they lost some of their focus in some games at the end of the season. and next season I don't think Man City will be calm with the strength of their competitors like United and Arsenal which I think will be stronger.

UTD are struggling to get a consistent striker and Kane is the main man to fit into that Manchester United side. If I was Harry Kane I'd move to UTD or preferably to Madrid. Harry Kane is one of the best strikers in world at the moment and also the most consistent striker in the English Premier League for more than the last 7 years and that I think is the reason behind his high price tag.
However, I think the Tottenham Hotspur management has been using these high price tag to keep him at the club over the years. They know that Tottenham is where they are today because Harry Kane is has been there for them over the years and if he leaves the club now, it'll be difficult to find a perfect replacement. Kane is 30 and hasn't won a major club trophy and if he fails to leave the North London club this summer, he might remain there through out his Football career
