If elite players are your thoughts when you speak of buying players, you can as well count Arsenal out on that. Arsenal are not the type of team that is into the business of buying made players where they have to pay huge wages. They rather get young talents and groom them into elite players suitable for good market proceeds. It's part of the business for them, other than winning trophies.
But even if you look at Arsenal like that at the moment, they are actually one of the clubs that are said to be wasteful and are in 4th place this season.
They don't bring in really bad players, but you could say it's average, it's just that the price they set isn't cheap either.
But indeed some of them are young players who have great potential and indeed it is still very feasible.

Arsenal had a good season, yes it ended in a disappointing way because they couldn't win the league, but it was nothing like a bad season, they finished second and took a huge step from where they finished the previous season. Arteta would be looking at the areas he feels his team needs strengthening and he will want the club's hierarchy to go for the players he feels can fill the voids, they cannot dominate England for now, but they will be able to compete with City yet again.
Being in the big 4 position (2nd position) even if it failed to become a champion is also a real improvement and the way Arteta has brought Arsenal up to now is actually very good.
Even though until now there are still many who express because Arsenal failed but still I think they don't deserve to be called bad for the moment because even we saw their struggle from the beginning to the middle of the season even towards the end of the inconsistency started to attack them.

Chelsea can improve again next season if Pochettino manages to find the best solution for his team. So, would the Glazers give it to Sir Jim Ratcliffe and they would still own even if it was only 10%. or, there will be no deal that will happen to both parties. this is interesting, but I'm not sure if the Glazers will let it go or not.
