there are still investors who invest in new projects because they are interested in the cheap price of new tokens and if this project can enter the market and then the price rises a few percent from the ICO price they will sell tokens and take profits. and the developers make new projects of course because they want to make a profit. but sometimes what makes me disappointed is that after a successful project and succeed in achieving softcap and hardcap. The developer did not develop the project and as a result the token did not have a trading volume and eventually the coins failed.
New investors will always be there if the project has a good product and let's see, if investors sell tokens after being registered on the crypto exchange then I will think he is a trader.

1.a. probably they is a huge whales from 2017 wich who already cashed to USDT about their investement and not affected by the 2018 hurricane crypto.

Mostly they knew already consequence about creating a project. but they still believe their project being survived from bear market, but ,not even one investor saw their project , they depressed , and they saw scam exchange , and created a stupid IEO.
they still invest because not all new coins are the same but there are few that can be called a hidden gem only if your lucky to dig and find them . people also invest on risky new coins for the sake of profit alone because they can just buy and sold it , then do it again on other released coin , rinse and repeat . the developers of these coins could be the same and some use fake names because they are afraid to get blamed if ever there are unsatisfied costumers .

If you ask about ICOs. They fake some big investors. Lets say they plan to sell 50 millions tokens. They just fake that they sold 30 millions and is only 20 millions left. That way they boost marketcap and they look more appealing to new investors. They would not invest anything to someone that had gathered few $1000. But they will give everyone to someone that already gathered $20 millions.
where do you find that 99% new project are fraud and rubbish?

C'mon, he's just kidding. Try to see his post's history. He's currently participating in many new projects. Maybe these projects that he recommends and won't fraud.
Maybe a lot of people still wish to find a good project. You will never find one until you try, so that it is the reason why so many people are still investing into altcoins, even if the market is falling without any good sign for the future.
Not really, even you can see the quality of project by its cover. It's very strange if you have to invest there just to find out whether the project is good or not. 99% of new projects are fraud and rubbish.

I know that most of new project is failed. But there are good new project too around here

Also, most are just rebranding already existing projects thereby failing to solve any issue at all. Therefore with all these and many more, most people are now more than careful with new altcoins. You asked why there are still investors, investing in these altcoins; I see it as this, they are doing so for their own gains and not for support of the project. That is, buy and dump once trading starts. For your last question, developers who are willing to contribute value develop good projects and vice versa.

to be frank even i dont know why investors invest in new projects where there no transparency of who the them is , and what they are developing after some days those devs scam and close everything and start new scams , at least we should consider is it worth to invest in those projects falling again and again in scams is foolishness So, my questions are

If we are talking the project who always failure or become scam, then the team is 'probably' fake. They use famous people to lure investor to invest on their project and scam them.

It is what we called trial and error, investors never limit themselves when it comes to investing, they will never gain profits if they are going to stop investing, they have the most strongest mindset amongst all of us.

In every project there will always be a supporter especially if the project that you want to launch has the potential to become successful in the end. So, my questions are

As long as there is a way for the investors to gain some profit then they will keep on investing even if the risk is pretty high.
What you have miss in your post is that, not all the project are shit project or scam because there are few of them that will give you a good profit if you were able to invest in the right projects. So the common problems of investors right now is finding those projects as they will not bother to put some penny to projects that are scam.
New projects are failing because they are repetitive projects, if you come across any new project that introduce what we already have in crypto space just turn away and don't think twice because it will surely fail, investors should be more smarter now
Those who participate in new projects are usually those who have just entered crypto investments and want to try their luck. Usually also interested because of their friends' recommendations. Not all new projects are bad, there are some good ones with clear goals and vision and mission.

It's not that you aren't seeing people discussing about good projects it's just the number of worthless projects coming up is alarming. Also, there are still investors investing in several projects but most are doing so for quick profit which might be risky though, this is because they know vividly there is nothing good to expect from the project on the long run. On the other hand, a good number of developers aren't really developing new projects instead they are twisting or adding few things to already existing projects, with this attracting investors and when they are done or gotten what they want, the project ends because they lack the expertise to further develop it.
