Yes you're right , I suggest to all future participants to ask him to use an escrow or better an upFront payment. Without one of these options I recommend to don't enroll.

Here is the information about PD sig campaign from last week. So, it can be started anyday.

Campaign will be launching within a week for hero/senior/legendary members. It will then be opened for full/member/jr shortly after.

We have a new payment system that will pay per post and depending on what forum section (Posting in some forum sections will get you more per post than others). The whole process will be fully automated and payments will be made weekly. We will be able to track users characters per post and easily ban spammers from the campaign. Hilariousandco (Bitcointalk mod) will be monitoring all participants and will be ensuring the quality of the forum is not lowered by participants.

We're setting a 50 BTC/month budget on this campaign so we are looking for a lot of people to sign up.

The other option is offering weekly payments then at least they can prove they will pay out pretty quickly and if they do scam then you've only given them a weeks worth of advertising. However, some deals have paid out for the first couple/few weeks then eventually scammed so it's not a guarantee but I suppose any deal could eventually not pay for whatever reasons.
I have noticed that the deals that have moved from weekly to monthly deals that do not offer escrow almost always tend to scam. It seems like they tend to build up a reputation (as you mentioned above) then once people are comfortable with advertising without escrow they change to monthly payments and end up not paying after receiving a month of free advertising (which often happens to be less then what they have even paid for when they were paying out weekly)

So at the end the best choices (for the new sig. Campaign) are :

- an escrow,

or

- the upFront payment.

Without these two parameters I think the users should pay attention ( at your own risk).

Cloudminr did upfront payment for Senior and up the first week. Now they are es-crowing or paying upfront for participants paid in GHS.

What's the catch 22 part?  Catch 22 usually means a damned if you do-damned if you don't situation.  Here we're arguing that if advertizers aren't willing to put money into escrow, people should avoid working with them.  I don't get how that's a catch 22?

I'm not sure if this is a conscious thing or something they set out from the start, but many casinos will just decide it isn't worth it anymore and get out without any further loses or costs. Most deals wont want to use escrow forever and they need to build up trust on their own over time so it's a catch 22 and just something people will have to deal with and take the risk.
