Yes it's a good time to buy it when it's down, so why wait again if the price has gone down. immediately buy and hold up to the price you want, and sell according to your wishes if the price you want has been reached. but I recommend not to sell all, because later it will go down and back up again higher.

I believe yes. If the altcoins you want to buy drops that is the best time to buy since it's market price is low but still is it depends on you when you will buy it , if it is when the dumping start,at the middle or to the lowest dump still up to you.
