If indeed the casino prohibit the use of VPN by user whose country are restricted, then they must say it first so that there are no unilateral losses. I dont think its great if the casino should limit the withdraw when the user has won even though they are using a VPN because in the beginning the casino let the user bet without any restriction. Yes. There are casinos that will take away your winnings if they found out that you're using a vpn as arallmus mentioned it's one of the ways to bypass the site's country restriction.
