There are a lot of them, not all are institutions, and not all will be waiting for 'better trading infrastructure' when price is where it is and they can start building a really strong position today. By the time BTC trading has been fully integrated into forex brokerage or the institutional banking world it will be in the multiples of thousands/tens of thousands of dollars area. Many won't wait till that happens as the opportunity missed is potentially huge.
