Years ago i know all the countries have the VETO in security UN  (Power leader) will try hard to fight bitcoin also you can include USA,China .
Do you know why dear ?
Because with bitcoin no one even those country control your money .

in my opinion its not a crime to accept bitcoins, its just a currency, why would anyone ban it? i guess thats just governments doing this as they dont want bitcoins

How Russians plan to control bitcoin payments?
I'm not sure if they really have idea what is bitcoin and that it's impossible to block Bitcoin, unless they decide to stop Internet in Russia.
They already have a lot financial difficulties so it will be better to use bitcoin as secondary currency and through this they will receive a lot benefits for their own economy.

firstly the bill is a draft.
secondly its about issuing any form of money without registering as a money business.
thirdly its not criminal (prison) its civil (fine)

citizens accepting funds for own use wont get fined.

but if found exchanging it multiple times(as a private broker/dealer) without being registered will be fined $250-$500 plus said bitcoins linked to the private broker confiscated.

small businesses accepting funds for own use wont get fined. but if found exchanging it in their small business will be fined $650-$900 plus said bitcoins linked to the small business confiscated.

large businesses.. blah blah.. $1000-$1300 fine plus coins confiscated

best analogy i can compare it to..
drugs
if your just buying it for personal use and only caught once. nothing will happen. but if your an unlicenced medication dispenser(dealer).. expect a fine.

If the government agencies don't start busting down doors or handcuffing people I don't think the Russians will care much about that rule. Of course the gov could employ a scare tactic by convicting a couple of victims this should put off most of the others from using it.

What would stop other countries to do same, i.e., making bitcoin and other coins illegal, except those run on private blockchains of banks or some government organizations?
