i open s3 and i see that this Missing one piece . is this problem ?

it should not cause any major issue, as long as the heatsink is still there, but i would return it anyway, because something like this could happen only if the package ghas been damaged in the shipping, probably the miner will not work as intended...

i know it aluminium is cut from heatsink  only one plate and may  that s3 don't will turn on ?

Have you opened it up to verify this?  I just find it hard to believe the heatsink snapped like that.  And if it did that miner took quiet the hit. 

I would NOT run it without opening it up removing the object, and looking at miner with top of case off.  If it is metal no you don't have metal parts falling around during normal operation.  And looking at miner in video top does not look that great cant tell if the scrap is from or how deep it in.  This miner might of had a hard life.

Have you not opened it up yet?  You WILL want to before running it.  If there is a loose piece of metal that can connect things that should not be that could do damage to miner, or worst case scenario cause flame.

or do my best to have another unit in place of this one

aluminium in there, for sure has done some damage and if unit is powered up them sparks, or smoke, or something bad might happen!

we don't know the nature of that thing so we can't say pull or do that or that...
screwdriver and do it!

It's hard to see in video to low of quality.  Can't see if cable or what it is.

Get a philips screwdriver as said above and open it up  and see what it is.    No it is not normal to have something jump in-front of the PCIe slots.

maybe in the shipping a part inside it got screwed or something, you should open the case and see well what really is, there must be some screws under the box or in the side

if you can't open it in this way, push that thing back so it can be taken out from one of that hole(fold it outward)

i yet don't turn on, this s3 coming soon should i will buy PSU and router.

This aluminum is on the length.

this s3 is used and ship from amazon.

yet can't open , maybe I had to go back.

Maybe that does not will  turn on?
