For example, in old generations, if all the childrens father beat their children, then they will accept it as acceptable and will not hate their father. We don't have universal living and education standard, especially family education environment, so everyone holds different view towards the same thing. Setting up heavy punishment will only stop those grew up in gentle environment but not those grew up in harsh environment
