Basically when Ronaldo chose to play in the Saudi Pro League, I think it was still the right decision.
Seriously, when Ronaldo went to the Saudi Pro League, I was thinking it was one of the worst mistakes he will make because the league is not known by people, and if he can spend like 1 year in the Saudi Pro League, his name is not going to be heard again because nobody watches the league, and it’s not even competitive like the European League. Although Al Nassr had a bad start in the league, I can say that they have recovered after winning 3 games in a row because they actually have a really good squad on paper, and I'm not just saying that because they have Ronaldo and Mane. Anybody who thinks that the move of Ronaldo to Al-Nassr is not bringing the desired result is not thinking right. The Portuguese captain was the sole reason for the development of the Saudi League. The management of the Saudi Professional League really did sound research about the players that will attract attention to the league. The reason why most of these top players were attracted to the SPL was because of Ronaldo and he brought a lot of fans to the country.

I don't also think that attracting the best players from Europe to the league will be the only factor that will develop the country's football. Most of these leagues are state owned which means the government might interfere in the administration of the league. No team without proper European talents are winning anything this season. Any team that is ending the season at the top will have a lot of great European players they bought this season, I am not talking about European players they got before neither, or lets say non-Saudi players, the team that wins the league this year will be a team that spend hundreds of millions of dollars this summer.
European players are now the main attraction for the Saudi League, they are willing to spend hundreds of millions of dollars to increase the popularity of this league and sure enough it only took one season we all know the Arab league is full of European talent.
I am not surprised if a league and its teams spend a lot of money then we will hear about the transfer let alone his transfer of buying European players.

People usually underrate the abilities of the local players alot probably because the league is investing so much money to sign foreign players but I don’t see them that way, compared to other top league the saudi league is not up the standards yet but that doesn’t mean there are no good players in the league. Last season, Al Ittihad conceded the fewest goals in their 30 matches. they only conceded 13 goals, even though most of their defense players were dominated by local players. this season, like it or not, they also have to upgrade some of their local players plus a combination of several foreign players. because now the competition in this competition is quite competitive. plus, some of Europe's top players came to participate in the Saudi Pro League.

Well, the most unique is Al Taawoun. some of the foreign players they have, are not as famous as the top European players who are members of several big clubs. In the EPL there is a term "Homegrown" where each club is required to have at least eight local players, and at least one person must be played during the match. I remember Chelsea was fined for not following this rule. With these rules, the England national team has players in each club, and on average they are mainstays or key players. I think SPL also applies the same thing, but I don't know the exact details.

So the addition of foreign players to the SPL will remain balanced with local players with regulations such as "Homegrown". I definitely agree that this is a win-win, the EPL is successful in a scenario like this.

Local players are still being used by only by poor club which have no money to buy the european players. Those top 4 clubs which have owned by saudi club will be actually kicking the local players once those clubs were getting great player from european club.
I think that we can take bono's case as an example. Al ahli had so many local goal keepers but the club prefers to use bono as the main goal keeper. Even some local players already sold to another club. 
Local players has no impact into their popularity or engagement, so there's no reason to keep the local players or even let them to play. Saudi Professional League will become Premier League v2.0 because they keep signing European players. Imagine if Saudi Arabia can buy out Premier League teams, people might watch Saudi Professional League than Premier League due to popular players.
That's the reason why they're buying those European players to help build their league and make it more popular as other top European league but it will take a gradual process and they're getting there gradually probably few years from now, we'll see alot of Interest in the league, but I think playing along a popular experienced player should be an advantage for the local players to set up their football career and develop from them, for instance training along side Cr7 or Mane would make a very good experience because they'll learn from them and develop into better players so it's a good thing for the local players as well even if they don't get much playing time, they'll be motivated and train hard to be as good as most of the European players, however it would take a very long time before the Saudi league gets better than the EPL even with their financial stability, moreover not every player would like to move over there.
