Do you tried to run cgminer as root ? (sudo ./cgminer ...) ? If successfully - check permissions of /dev/hidraw* (ls -laF /dev/hidraw; chmod 666 /dev/hidraw*) It seems that 01-cgminer.rules contains wrong usb IDs for hasbuster so your OS don't set permissions of /dev/hidraw* to allow unprivileged users to open USB device.
Praise the Lord ! and the Lords name is XBOCT ! This solved the problem, cgminer is now running with the hashbusters on my ubuntu machine. Thank you a thousand times gades and XBOCT !

I downloaded the new version, when I run ./configure I get this error:

library is installed:
sudo apt-get install libpthread-stubs0
