Can I top up this card from Payoneer for example? Payoneer says I can send money to any account as long as it's registered for my name and I'm the owner or co owner. If this card have IBAN (so it must have some type of account) number it should be possible I guess?

yes you can use this card with BTC. You can use at the ATM too - worldwide and it supportes all
currenies but currency on card is polish. You can see the balance online.
You can not transfer money from one card to another.

you can receive money with this kind of card or use it in stores or at the ATM but
you can not transfer money from one card account to another.

First of all - the escrow service (http://www.btcraven.com/) is very reputable and if you like you can use it - if there is need.
Have used it already a couple of times with low fees.
Second - of course I have to ask my client to release the Bitcoins as he got the package and is happy with it, but
for some reason has not released the Bitcoins yet - and I am waiting to get payed for my service.

not hijacking but there was no need to ask someone to release escrow when is mango involved, plus the member you listed has no escrow feedback whatsoever, he not reputable
