Each VIP level does pay a base amount + some loss back depending on how much you're down and how you lost it.

Anyway, no need to understand their bonus strategy anyway, they do whatever they want as we saw when they changed the bonus levels.
Also the maintenance yesterday had many players lose money (while having bonus plays or whatever, according to twitter) and what did stake do, made a 5k bonus drop with 2,50$ per person (or something similar).
Great way to reimburse players that lost way more because of the sudden unannounced downtime.
