It is very difficult to level the playing field, what stake could have done would be give everyone just 1 ticket after they gambled X amount of bitcoin, you could play 10x and still have just one ticket, everyone who wagers above that level gets 1 equal chance, and winner would be picked amongst all those 1 ticket holders. But that would be boring and a bad business idea as well, stops all the gambling for ticket purposes.
