This isn't unique to the weak market, it happened even throughout 2017. It seems more understandable now but then crap ICOs were raising millions, paying out tokens (that don't cost them anything) to bounty participants would surely help their project but many did not.

One of my lists is UCIM can't find the announcement thread but here is their bounty thread https://bitcointalksearch.org/topic/event-bounty-ucim-phase-ii-hot-bounty-with-more-exciting-rewards-5053940. it is not clear how much they generate but it will be a month and still there is no announcement of the distribution date, yes they counted the stakes but no announcement of distribution only soon

Many ICO projects experienced delays in sending tokens to Bounty participants and even some projects failed. Of course, this is very annoying because we worked on the project for 3-4 months. I am aware that this condition is inseparable from the weak crypto market conditions.

We are in the bear market but still, some ICO managed to generate funds, but the big problem for bounty hunters is some ICO is not yet distributing their stakes to their bounty hunters, some even not specifying the date but giving the only condition on the distribution
one of this is Bitmillex, it is a huge success but bounty hunters would have to wait a month after token listing before they get their rewards.
What are the coins that are on your list?
