It's best because it's already in the Coinmarketcap? There are many characteristics of a good project but if for you being in the Coinmarketcap is one then go on, it's your opinion.
Why not ask the team on why the project stopped? If your are one of the investors or even just a bounty hunter, you should have communication to the team for you know the progress of that project. If they stop without them giving reasons then that's a red flag for a scam project.
I think we can't confirm this is best project of this year because this time crypto market is to vesy bad. So we need good support coins maybe you can see insure coin adding in some small exchange. In fact a successful project will give our good profits but at this time insure need big popular exchange.
It's needs to have more support and investors to lift the value go further, right now it's hard to define if any projects are being successful since the chanceof falling back is big to any project around.
Though if this coin that you've mentioned continue to bring progress and be added to a much bigger exchange who never know what will be the outcome.

You said it best, seriously ? Why do you think so ? (Nevermind). A best project never stops. If it would be best, the developer won't stopped working. Many projects seems like amazing at stat but with time you will see the hidden scam behind them. Now come to CMC listing, CMC's database has more than thousands of worthless coins or tokens which were either stopped or scammed people. So it doesn't matter that a project would be good if they manage to list in CMC.
As far as I know the bounty, the company is not stopped, but paused. There is a chance that it will resume in a few weeks.

Insure wasn't the best project but I have to admit their bounty campaign was a good deal for hunters. Because the allocation was good and it already listed in exchanges and in CMC! Even SURE coin has a decent volume in Stex exchange! But you can't say they failed, they paused the bounty campaign because of the ongoing pandemic, which is normal I think. And Insure bounty won't pause for forever, they announced this paused will turn into resume after a month, It means when the pandemic will over!
I am still pondering on the criteria you used to decide that a project like this, is the best project this year, not that it is even listed on prominent exchanges. Although we can't judge a project based on exchange but yet an exchange helps to bring exposure of the project to more users, hence the need for a good exchange. I guess you saying they stopped is being directed to the bounty program, do not be deceived, always take your time to critically analyse every projects before knowing which is the best etc. For the record, a good project bothers about development even amidst challenges thus good projects do not end or stop anyhow they continue improving.

I understand your concern, with how difficult it is to come by a quality project now, seeing one that you believe and hope to make some fortunes from gotten shut down is kind of disheartening. i don't really know about the project but maybe when the market becomes more stable and there's sight of investors around, maybe they'll continue with the bounty campaign but to be honest, the number of investors out there ready to invest is very thin. Everyone is kind of concerned about surviving this pandemic in one piece. I'm sure with the end of the pandemic, the cryptocurrency market will be more better
I did research on the project but the value is down and volume is very bad too, even the bounty allocation is not encouraging that's why I look away, I'd rather wait for a better project instead of forcing myself to promote a project I don't have much interest in
Best project 2020 by who? 2020 hasn't pass Q1 yet and there are the best ones already? Just there two questions enough to see why it suddenly stopped or in this case, nothing suddenly at all.
