Activity (at least on my account) equals posts. So you could spend all day reading threads and learning, but have a lower activity rating than someone who posts a bunch of 'me too' posts that add nothing to the conversation.
It only equals posts up to 14.And if you don't post anyways - why care about the restrictions? They're only for posting - not reading.
Good point, well, I usually spend all my free time on other forums as Reddit and mostly I read threads , and I rarely write comments.

Every couple of weeks your activity can increase by 14.
So, even if you make 1 000 posts within 24 hours, your increase will not be more than 14

It really isn't that big of a deal, you just need to get used to it. Also, the limits will be raised as your level increases. Soon, it will be a distant memory and you'll laugh about it down the road.

First you get blocked by "360 seconds ago". You wait six minutes. Press post again and get "You already posted this".
