There is actually no whitepaper. The dev is creating something that the community will take forward. Therefore it's called the movement.
We (the genesis members) will eventually decide where this is going

But the wording " Your Ethereum address must hold any amount above 0.01 Ether for an unspecified amount of time" sounds more like he or she is trying to prevent ppl from creating multiple accounts/wallets to sign up. Anyway, to be on the safe side ignore my prior post, though if it's a bet, I will bet that am right.

Well, since you were one of the first 10 to sign up, then you know the eth balance requirement wasn't attached in the early phase. But like I stated in my reply to you "to be on the safe side ignore my prior post"
