The Omni spec specifies numerous types of smart contracts - much simpler than EVM. Theoretically you could do EVM-style smart contracts, although that is a dangerous level of complexity.

I'm really proud of Omni for hosting assets worth more than any other ecosystem except Ethereum. Half a billion dollars worth! Omni is still, and will always be my baby!

What sort of fee does carry an USD Tether transaction, ie from wallet to wallet?
Is it denominated in Bitcoin (Bitcoin is the base layer), Omni (protocol layer) or USDT itself?
