A single post for information and clarity sake is fine. Situations like the middle of a sale or escrow, even managing a campaign fit into this scenario.Sometimes mods have allowed a user a mini grace period to tie up a loose end before beginning the temp ban. I have reported users in the past who continued to run their business through a proxy during their temp ban, that's bullshit as far as I'm concerned.

Suppose your friend is banned for few days  and unable to make any post. But he needs to make an announcement which is urgent/necessary. So if he asked you for making a post on behalf of him. And you make the post.

So, In this case is there any problem can happen with your account? Is there any rules about this case?    Just want to be clear about this. Thanks
I don't really think this might be tolerated onto this forum. That specific friend can create a new account and clearly mentioning previous ban and can post the announcement from that account.
Anyways, what can that urgent announcement be? It can only be that urgent if that friend is some coin developer or anything.

Temp-ban data aren't public. Only global mod that can view it iirc. That being said, there are tools such as https://bitcointalksearch.org/topic/list-banned-users-5092983, modlog or BPIP to view the status of a user (banned/inactive, etc).
Temp-ban data are not included in the modlog. With temp-bans, users can still wear their signatures so there is no way to detect them, technically, AFAIK.

So my guess is the ban got longer this time?
I think that is expected. My wild guess is that it would be around 2 weeks, a month or it varies from the rule broke.
They are not fixed offfence for all but maybe it is 2-week temp-ban this time.
First offence: 7 days
Second offence: 14 days
Third offence: 30 days
Fourth: Permanent ban

He send some PM to other users but someone had reported it as spam message (be careful sending PMs to users you never know) to admins/global mods then one of them temporarily ban him for sending unsolicited PMs. Temporary ban is still a ban so understanding the ban ruling is you can't send PM to anyone or post to any other boards (you can post though by creating another account to appeal in it but just only on your ban appeal thread here in Meta) until your ban is lifted.

There is no specific rule for this.
There's definitely not, and personally I don't see a problem with what OP is proposing as long as there's actually a second individual involved--and there's no real way to tell that for sure.  And honestly, I don't think there's anything preventing people from just creating a new account after they're banned anyway, and I'm pretty sure most banned users do just that. 

I recall hilariousandco mentioning that mods/admins don't check IP logs on any banned members, and so there's nothing to prevent someone from making an announcement from an alt account or from having a friend speak on someone's behalf.  In any case, since there's no way to tell if a friend is involved and no way to prevent ban evasion, this is really a non-issue.

As for the "posting on behalf of someone", as hilariousandco pointed out, it really depends. I'd say a short "hey, I'm unable to post on the forums; everything is fine and I'll be back in a bit" should be fine if it's related to something time-sensitive and important (e.g. bounty campaigns).

Things like this will be taken on a case by case basis. Making an update of something important is probably fine if it's essential, but you can't just use another account as a proxy to ban evade. One or two users in the past have been banned and then just attempted use another member to continue to bump their thread and continue their business which isn't ok.
Yes, this is what I am searching for. If anybody banned from here means there is no right to come back again here if permanent banned. So if anybody continuously posting on behalf of 'banned user' it does not look good to me too.[ 1 or two urgent and essential announce it is ok]

There is no specific rule for this. There are some accounts here that are paid to post ANNs or Bounty threads. They just put a disclaimer at the end saying they're only posting on behalf of that project BUT they're not part of the team. I don't see them having issues so that must mean it's allowed. I think that is also similar with your case posting on behalf of Hhampuz.
