It depends on what alt coin you want to buy. As for me, I will still buy on dips the altcoins that I believe that have potential. My priority to is to invest in ICO though.
the market is in huge fluctuation, it constantly going up and down, but i think this is the time to buy any god coin because the market is not at its peak, but will eventually reach to that point.
I can say it's now time to buy crypto especially when the prices have gone down. Then you keep and hold it for a long time to generate more profits.

I think big money is coming. I have only been an investor since December, however I have read as much about crypto currency investing as just about anyone in the last five months and I can’t think anything but that big money entering the space.

I think it's very hard to find a dip of market, it's better to choose a good strategy and risk-management and feel good when u lose money u can afford to lose. 
If you have extra money you are ready to lose, I think we are in a good time for buying some altcoins. Some very solid project token are very cheap, considering their potential. Its a great idea to buy some and hodl tight, till the next bull run.
it would be great if time could be bought but am sorry, time lost is forever and cannot be bought under any circumstance, Time is very precious and must be managed very well when we have the full 24hrs at the start of every single day.
No one can predict how crypto will end up, there are so many reasons why it keeps falling like government issues, manipulation, popularity (yes, Crypto is currently decreasing in popularity) and fear of the crypto users. Yes crypto is "Fast money" and the very instant you gained that much you can easily lose it if you don't play it safe. Better follow all the renowned professionals thats give their insight whether we are bouncing back or something.

We never know the next happening of btc and alt's price. The market may rise or may continue to go on it's very dip situation. You may buy some alts or btc now and hold it.
Yes. I think this is the time to buy especially when the prices are low then I suggest you hold it for sometime after you have purchased it to gain profits in the future.
Price is very stable now, maybe we are waiting for a big spike. Bitcoin is still stable at $6K and has not move up yet, it could be a spike or a dump but I know we are tired of watching bitcoin going down
so let's expect a bull run to gain from what we have bought at dip.
