Actually they couldn't minimize it because we could create fake email address and buy new sim .

As the sites administrator has mentioned here it is mainly to simplify the process for them to have those accounts registered. And to not have bot accounts on their system. They might not mind as much if these people are getting multiple phone numbers just to collect the bonus because they are spending little money anyways to get a sim card for each one they signup for.
