As for card games, since OP didn't specify one, I'd give mine as Blackjack. pretty fun game. Everyone can bet for teams that they want without further analysis but this can only happen if you intend to bet and is okay with whatever outcome you are about to have or at least expect that you can lose with that bet.

Card games aren't as intuitive as dice. It took time to learn the rules. Even I still don't remember the hand ranking in Holdem poker lol despite already playing it for some hours. What do you mean by high chance? The chance is determined by the potential payout minus the house edge. It has nothing to do with the game, more to do with the casino. The best game is the one with the smallest house edge as it will give you bigger payout for the same chance. 
I disagree with you, a little bit, on the part where it's easy to learn. Dice for sure is an easy and quick game that you would quickly understand because there is no much to it, it’s just higher or lower depending on the dice game.

I agree with you on dice but cards game I think that is not correct. There games like limbo and crash that have a huge fan following. None of these games have a high chance of winning. You can win but you will lose more.
