I don't agree with this, but I'm not willing to get into the details as to why. Basically, people shouldn't allow "sell walls" to affect their longer-term decisions, and sell wall manipulation is thereby neutralized for most all but the foolhardy. Plus, you never know when a disingenuous sellwaller will get their hand bitten off by hungry buyers on the field of Unobtanium.
If a bearwhale sellwaller is actually genuine in wanting to sell, Core-tanium should definitely not be used so frivilously; this also avoids some deployment abuse. The sellwaller could approach the In-House, or might otherwise just have to suffer poor liquidity, unfortunately. Core-tanium is not for aiding weak or even irresponsible hands, we don't reward this, (but this IS where individuals in the community are free to step in to help them, should they choose to.) Core-tanium is much bigger than this petty stuff.
It should only be used in a couple of scenarios, IMO.
1. Price is really low. Core-tanium can be deployed at either 20% below the current fair-market value, or it can be deployed 1-5% above the current fair-market value, depending on the situation and goals. Again, I'll leave the details out on this one, at least at this time.
2. A DUMP HAS JUST OCCURRED. Core-tainium, at the approval of qualified voters, may be deployed to reiterate a healthier, higher price that was trading before the dump.

I also think, just opinion mind you, that Core-tanium deployment should have a public vote by qualified contributors to Core-tanium, and it's deployment, if approved, should be publicly announced very precisely, {Price, Quantity, Exchange,} preferrably 24 hours in advance. The idea of Core-tanium is to stabilize the price. It may be used to end a downtrend, before it gets most extreme (and people get hurt,) or best as it is losing negative momentum to shock paddle, "CLEEEAR!" a trend reversal. It's fine if Core-tanium deployment does not result in it actually trading. We encourage front-running on this one.

I DO want my petty 0.1 BTC worth of UNO on a voter-approved Core-tanium deployment order fill. I'd rather have a little more control over a
revolving contribution to Core-tanium. It's a check-and-balance, etc. On the other hand, it might be better for Unobtanium if Core-tanium is less flexible, so I'm willing to compromise on this. I don't necessarily have any specific expectation for my little 0.1 BTC right now.
