From what I can see, everyone who is currently eligible to be DT1 but isn't yet was excluded last time because of either inactivity or lack of votes. Has there yet been any user with technically enough votes, but an unlucky distribution of votes have prevented them from becoming DT1?

With 4 times more supervotes than you need, I think it's extremely unlikely you won't make it into DT1.

You should post this somewhere in Meta, for instance Community generated suggestions to improve the forum (+ eventual voting on them).
But I don't think theymos will add it, he wants users to set their custom trust list. Forcing DT-view on them does the opposite.
